naming file only extension no name

Naming a file with only an extension and no name

I am wondering if this is a feature of the OS. I can create files that are simply called ".mp3" on the desktop and such but in windows XP this is not allowed.
The files work when moved to an XP machine, just you can't create a file in XP in the same manner. The XP OS will complain there is no file name.
Is
